The EU social partners, PostEurop (employers) and UNI Postal Europa (trade unions) organised with the assistance of the EU Commission a workshop in Brussels on 2 April 2007 on Postal Sector Evolution. It was organised in the light of the Commission's proposal for a new postal directive to fully open the EU postal market in 2009 and maintaining the
universal postal service at the same time.

Commencing with a market analysis of the state of play, new technology, customers' expectations and other challenges, three (3) round table discussions took place:

The first on Regulatory Aspects showed that the current postal market liberalisation and if, the Commission's proposal is adopted, will create more questions and difficult regulatory challenges than will be answered or resolved.

The second on the Universal Postal Service centeret around the possible financing of the universal service, if member states no longer would have the option to reserve letter services up to 50 g, which has so far been the financing mecanism. Although there has been pointed to other financial options such as state aid, cross-subsidization and compensation funds none of these are likely to guarantee the financing of the universal postal service.

The third on Social Impact and how to manage change in this respect , which is the core task for the EU postal social dialogue committee to advise on, focused on employment conditions for postal employees seen in the light of the EU Commission's proposal for a total opening up to competition the EU postal market in 2009.

The trade unions put forward that 10 years after the implementation of the first EU postal directive it can be concludedethat employment and working conditions have become a competition parameter between the national Post Offices and new entrants in the postal market to compete towards the lowest denominator and argued that the EU postal social partners should appeal to the EU Commission, the EU Council of Ministers and the EU Parliament to give more attention to
and to ensure adoption of regulation that guarantees social security for postal employees to stop this trend of social dumping.

The workshop concluded that the High Level EU Postal social dialogue group should elaborate on a joint opinion reflecting the EU Postal social dialogue committee's opinion to be known by the EU institutions involved in the process of determine a new postal directive.

1ª) Aspectos Reguladores -Estado actual y dificultades

2ª)Financiación -Problemática si no se sigue con la reserva de los 50g (dónde mayor negocio hay) y búsqueda de nuevas salidas para la financiación. Observándose otros mecanismos, subvenciones cruzadas, ayudas del Estado y fondos de compensación, con la salvedad que ninguno de ellos garantiza la financiación del SPU.

3º)Impacto Social -Empleos
Después de 10 años de la 1ª Directiva Postal se observar que las condiciones laborales se han dirigido inexorablemente a la baja con un Dumping claro cabalgando por las carterías.

Se acabó el congreso-comisión implicando a un grupo de Interlocutores Sociales de alto Nivel para integrar un comité Postal europeo en la consecución de una nueva Directiva Europea Postal.
